กรมสรรพากรเป็นเจ้าภาพจัดการประชุม SGATAR ประจำปี ครั้งที่ ๕๒ ระหว่างวันที่ ๓๑ ตุลาคม ๒๕๖๖ ถึงวันที่ ๒ พฤศจิกายน ๒๕๖๖ (๔)
การเตรียมการ
กรมสรรพากรได้แต่งตั้งคณะกรรมการเตรียมการจัดการประชุม SGATAR ประจำปี ครั้งที่ ๕๒ และคณะกรรมการดังกล่าวได้แต่งตั้งคณะอนุกรรมการฝ่ายสารัตถะและคณะอนุกรรมการฝ่ายบริหารจัดการการจัดการประชุม นอกจากนั้น กรมสรรพากรยังได้จัดการประชุมคณะทำงาน SGATAR (SGATAR Taskforce) จำนวน ๒ ครั้ง ณ จังหวัดชลบุรีและกรุงเทพมหานครตามลำดับ SGATAR Taskforce นี้ทำหน้าที่เสมือน ฝ่ายเลขานุการของ SGATAR โดยที่ประชุม SGATAR Taskforce ได้นำเสนอหัวข้อสำหรับการประชุม SGATAR ประจำปี ครั้งที่ ๕๒ ในส่วนการประชุมหัวหน้าคณะผู้แทนประกอบด้วย (๑) การนำ Pillar 2 มาปฏิบัติ (๒) วิทยาการวิเคราะห์ข้อมูลในการปฏิบัติหน้าที่ทางภาษี และ (๓) การจัดเก็บภาษีทางอ้อม (ภาษีมูลค่าเพิ่ม/ภาษีสินค้าและบริการ) จากเศรษฐกิจดิจิทัล และในส่วนการประชุมเจ้าหน้าที่ปฏิบัติงานประกอบด้วย (๑) การกำหนดราคาโอน-การประเมินสินทรัพย์ไม่มีตัวตน (๒) การทำให้การเดินทางของผู้เสียภาษีเป็นดิจิทัล และ (๓) การนำการรายงานข้อมูลรายประเทศมาปฏิบัติและการใช้ข้อสนเทศ
ตราสัญลักษณ์
กรมสรรพากรได้จัดการประกวดออกแบบตราสัญลักษณ์การประชุม SGATAR ประจำปี ครั้งที่ ๕๒ ผู้ชนะการประกวด ได้แก่ นายภูวเด่น พรมเกษา
ตราสัญลักษณ์นี้ใช้การออกแบบลายเส้นคลื่นทะเลที่ปลายด้านหนึ่งเป็นแหลมพรหมเทพขณะพระอาทิตย์กำลังตกดิน และปลายอีกด้านหนึ่งเป็นม้วนคลื่นที่ล้อมรอบตราสัญลักษณ์ SGATAR และภาพเต่าตะนุบนคลื่นน้ำ เพื่อสื่อถึงจังหวัดภูเก็ต รวมทั้งมีเส้นลายกระหนกบนคลื่นน้ำและตัวอักษร A ในชื่อ SGATAR เป็นภาพสถาปัตยกรรมไทย เพื่อสื่อถึงเอกลักษณ์ความเป็นไทย
ดร.กุลยา ตันติเตมิท อธิบดีกรมบัญชีกลางรักษาราชการแทนอธิบดีกรมสรรพากรกล่าวถึงการเป็นเจ้าภาพจัดการประชุม SGATAR ประจำปี ครั้งที่ ๕๒ ซึ่งกำลังจะเกิดขึ้นไว้ดังนี้
“กรมสรรพากรมีความพร้อมในการเป็นเจ้าภาพจัดการประชุม โดยการประชุม SGATAR ประจำปี ครั้งที่ ๕๒ นี้จะเป็นประโยชน์แก่หน่วยงานบริหารการจัดเก็บภาษีในภูมิภาคเอเชียแปซิฟิกซึ่งกำลังพบความท้าทายจากเศรษฐกิจดิจิทัลต่อกฎระเบียบการจัดเก็บภาษีและจากผลกระทบของการแพร่ระบาดของ COVID-19 ต่อความเข้มแข็งทางการคลัง ขณะเดียวกันก็จะเป็นประโยชน์แก่ผู้เสียภาษีจากที่หน่วยงานบริหารการจัดเก็บภาษีได้แลกเปลี่ยนวิธีการปฏิบัติที่เป็นเลิศในการให้บริการที่ดีแก่ผู้เสียภาษีด้วยเทคโนโลยีดิจิทัล
ทั้งนี้ ยังหวังด้วยว่าการจัดการประชุม SGATAR ประจำปีครั้งนี้จะแสดงให้เห็นความสามารถของจังหวัดภูเก็ตและประเทศไทยในการเป็นจุดหมายปลายทางของการประชุมนานาชาติ และขอใช้โอกาสนี้เชิญชวนพี่น้องชาวภูเก็ตร่วมกันต้อนรับแขกผู้มาเยือนอย่างอบอุ่น เพื่อให้มีความประทับใจกลับไป”
The Revenue Department will host the 52nd SGATAR Annual Meeting from 31st October 2023 to 2nd November 2023 (4)
Preparation
The Revenue Department has established a committee to prepare and manage the 52nd SGATAR Annual Meeting. This committee has also designated subcommittees for the technical and administrative aspects of the meeting. In addition, the Revenue Department has organised meetings of the SGATAR Taskforce twice, first in Chonburi and then in Bangkok. The SGATAR Taskforce functions as the virtual secretariat of SGATAR. During these meetings, the taskforce proposed topics for the 52nd SGATAR Annual Meeting. The topics for Head of Delegation Forum include (1) The Implementation of Pillar 2, (2) Data Analytics in Tax Compliance, and (3) Indirect Tax (VAT/GST) on Digital Economy. The topics for Working Group Sessions include (1) Transfer Pricing-Intangible Asset Assessment, (2) Digitalisation of Taxpayer Journey, and (3) CbCR Implementation and Use of Information.
Logo
The Revenue Department organised a competition to design the logo for the 52nd SGATAR Annual Meeting. The winner was Mr.Bhuwaden Promkesa.
The winning design features a wave pattern at one end resembling Promthep Cape at sunset, and at the other end, it forms a coiled wave surrounding the SGATAR logo, with an image of a green turtle resting on the waves, representing Phuket. The design also incorporates Kranok pattern on the water waves and the letter "A" in SGATAR, reflecting Thai architectural elements to signify the Thai identity.
Dr.Kulaya Tantitemit, the Director-General of the Comptroller General’s Department acting Director-General of the Revenue Department, spoke about being the host of the 52nd SGATAR Annual Meeting as follows:
“The Revenue Department is ready to host this meeting. The 52nd SGATAR Annual Meeting will be beneficial for tax administrations in the Asia-Pacific region, which are facing challenges from the digital economy on tax regulations and from the impacts of COVID-19 on fiscal strength. It will also benefit taxpayers as tax administrations will exchange best practices in using digital technology to provide excellent taxpayer services.
Additionally, we hope this SGATAR Annual Meeting will demonstrate the capabilities of Phuket and Thailand as international meeting destinations. May we take this opportunity to ask the people of Phuket to join us in warmly welcoming our guests, so they can have a memorable experience.
