นายจุลพันธ์ อมรวิวัฒน์ รัฐมนตรีช่วยว่าการกระทรวงการคลังเป็นประธานในพิธีเปิดการประชุม SGATAR ประจำปี ครั้งที่ ๕๒
วันนี้ (๓๑ ตุลาคม ๒๕๖๖) นายจุลพันธ์ อมรวิวัฒน์ รัฐมนตรีช่วยว่าการกระทรวงการคลังเป็นประธานในพิธีเปิดการประชุมคณะศึกษาด้านการบริหารและค้นคว้าทางภาษีอากรแห่งเอเชียแปซิฟิก (Study Group on Asia-Pacific Tax Administration and Research (SGATAR) ซึ่งกรมสรรพากรไทยเป็นเจ้าภาพจัดขึ้นระหว่างวันที่ ๓๑ ตุลาคม ๒๕๖๖ ถึงวันที่ ๒ พฤศจิกายน ๒๕๖๖ ณ โรงแรมพูลแมน ภูเก็ต กะรนบีช รีสอร์ต จังหวัดภูเก็ต โดยมีอธิบดีกรมสรรพากรและผู้ว่าราชการจังหวัดภูเก็ตร่วมพิธีพร้อมด้วยผู้เข้าร่วมประชุม SGATAR ประจำปี ครั้งที่ ๕๒
รัฐมนตรีช่วยว่าการกระทรวงการคลังได้กล่าวปาฐกถาในพิธีเปิดถึงความท้าทายทางเศรษฐกิจที่เพิ่มมากขึ้นหลังการแพร่ระบาดของ COVID-19 โดยในระยะสั้นรัฐบาลไทยมุ่งกระตุ้นการใช้จ่าย ขณะที่ในระยะปานกลางและระยะยาวจะเน้นเพิ่มรายได้ ลดรายจ่าย สร้างโอกาส ลดความเหลื่อมล้ำ ตลอดจนยกระดับคุณภาพชีวิตของประชาชน
รัฐมนตรีช่วยว่าการกระทรวงการคลังได้กล่าวถึงผลของการพัฒนาเทคโนโลยีและการเชื่อมโยงระหว่างกันของเขตเศรษฐกิจต่าง ๆ ซึ่งทำให้ต้องมีการปรับเปลี่ยนกฎระเบียบและวิธีการจัดเก็บภาษี ไม่ว่าการปรับปรุงการจัดเก็บภาษีมูลค่าเพิ่มจากการขายสินค้าและการให้บริการข้ามพรมแดน การนำหลักการการจัดเก็บภาษีขั้นต่ำทั่วโลกตาม Pillar 2 ของ OECD มาใช้ หรือการใช้วิทยาการวิเคราะห์ข้อมูลในการปฏิบัติหน้าที่ทางภาษี และได้เน้นย้ำแก่ผู้เข้าร่วมประชุมว่า จากการเชื่อมโยงกันทั่วโลกในระดับที่ไม่เคยปรากฏมาก่อน เขตเศรษฐกิจต่าง ๆ จำเป็นต้องร่วมมือกันอย่างเข้มแข็งมากขึ้น เพื่อให้การบริหารการจัดเก็บภาษีในภูมิทัศน์ที่เปลี่ยนแปลงไปนี้มีประสิทธิผลสูง
รัฐมนตรีช่วยว่าการกระทรวงการคลังยังได้กล่าวถึงความสามารถของจังหวัดภูเก็ตในการเป็นจุดหมายปลายทางสำหรับการประชุมระหว่างประเทศอีกด้วย
SGATAR จัดตั้งขึ้นเมื่อปี พ.ศ. ๒๕๑๓ (ค.ศ. ๑๙๗๐) เป็นที่ประชุมประจำปีของผู้บริหารการจัดเก็บภาษี เพื่อเพิ่มพูนความร่วมมือของหน่วยงานบริหารการจัดเก็บภาษี ปรับปรุงการบริหารการจัดเก็บภาษี และอภิปรายประเด็นต่าง ๆ ที่เกี่ยวข้องกับการบริหารการจัดเก็บภาษี ปัจจุบันมีสมาชิก ๑๘ เขตเศรษฐกิจ และ ครั้งนี้เป็นครั้งที่ ๖ ที่ไทยเป็นเจ้าภาพจัดการประชุม SGATAR ประจำปี โดยมีผู้เข้าร่วมประชุมประกอบด้วยผู้บริหารและเจ้าหน้าที่หน่วยงานบริหารการจัดเก็บภาษีของ ๑๘ เขตเศรษฐกิ และผู้แทนองค์การระหว่างประเทศต่าง ๆ รวมกว่า ๑๕๐ คน
Julapun Amornvivat, Thailand’s Deputy Minister of Finance presided over the opening ceremony of the 52nd SGATAR Annual Meeting
Today (31st October 2023) Mr.Julapan Amornvivat, Thailand’s Deputy Minister of Finance presided over the opening ceremony of the 52nd Study Group on Asia-Pacific Tax Administration and Research (SGATAR) Annual Meeting, hosted by Thailand’s Revenue Department from 31st October 2023 to 2nd November 2023 at the Pullman Phuket Karon Beach Resort Hotel in Phuket, Thailand. The Director-General of Thailand’s Revenue Department and the Phuket Provincial Governor participated in the ceremony, along with all the 52nd SGATAR Annual Meeting participants.
The Deputy Minister of Finance addressed the economic challenges that have escalated following the spread of COVID-19 during the opening ceremony. He said that in the short term, the Thai Government aimed to boost spending, while in the medium and long term, the focus would be on increasing income, reducing expenses, creating opportunities, decreasing inequality, and improving the quality of life for the people.
Mr.Julapan highlighted the impact of technological advancements and interconnections among jurisdictions, necessitating adjustments in tax regulations and collection methods, such as updating VAT rules for cross-border supplies of goods and services, implementing global minimum tax under OECD's Pillar 2, and deploying data analytics in tax compliance. He emphasised to the participants that due to unprecedented global interconnections, jurisdictions must collaborate more intensively to ensure that tax administration in this changing landscape becomes highly effective.
The Deputy Minister of Finance also gave prominence to the capabilities of Phuket as a destination for international meetings.
SGATAR was established in 1970 as an annual forum for tax administrators to enhance cooperation among tax administrations, improve tax administration, and discuss issues related to tax administration. At present, there are 18 member jurisdictions. This year marks the 6th time Thailand has hosted the SGATAR Annual Meeting. There are over 150 participants, including executives and officials from tax administrations in 18 member jurisdictions, as well as representatives from various international organisations.
